One of the issues residents of the settlements face is how to handle trips inside the domes. Trips are necessary to the survival of the population BUT how does one go about planning to enter a society, break all its laws, and then exit with needed supplies? Its not like the residents of the dome aren't aware of the theft. Its the same routine every time. Outsiders come in in a group with a vehicle with significant storage. As non-residents they are only permitted 2 days inside, and they are housed in barracks near the border. They purchase whatever their goods will allow them to get. After that they set out to steal whatever else they can and the government inside the dome ALWAYS knows its coming. Because of agreements with the government of the central settlements, they cannot keep trade parties out. However they can significantly limit their movement within the dome. A trade party will be transported from the barracks to a distant supplier by armed guards and given a few hours to negotiate with a shopkeeper. They are taken back to the barracks to discuss the options presented. The next day they return, again with armed guards, to purchase. The following morning they are escorted out of the dome. Factor in that by the time they have crossed the 2-3 mile cloud of toxins outside the dome, half the trade party will be sick and forced to use some of the good to purchase medicine for themselves. There's little time or space to plan any sort of raid or theft. Security is excellent and omnipresent. And yet.... each time a supply run is made, residents of the settlement manage to liberate whatever is needed. The solution of course is that each time, the plan of attack changes. The responsibility for that plan falls on someone back at the largest central and the government of the domes would like nothing more than to eliminate her.
